Mexico catches most-wanted drug trafficker, 'El Taliban'

MEXICO CITY (AP) ? Mexico appeared to strike a major blow against one faction of the hyper-violent Zetas cartel, with the navy announcing it has captured one of the country's most-wanted drug traffickers, Ivan Velazquez Caballero, known as "El Taliban."

Velazquez Caballero has been fighting a bloody internal battle with top Zetas' leader Miguel Angel Trevino Morales, and officials have said the split was behind a recent surge in massacres and shootouts, particularly in northern Mexico.

"A person who is presumed to be, and acknowledges being, Ivan Velazquez Caballero, was captured in the state of San Luis Potosi" in north-central Mexico, the navy said in a statement on Wednesday.

Officials were presenting Velazquez Caballero to the media Thursday morning.

Also known as "Z-50," Velazquez Caballero has a 30 million peso ($2.3 million) reward on his head.

If confirmed, Velazquez Caballero's arrest could calm some of the brutal violence that has hit border cities like Nuevo Laredo, across from Laredo, Texas, in recent weeks.

On Sept. 14, eight men were found shot to death and one hanging from a bridge in Nuevo Laredo, territory traditionally controlled by Trevino Morales, alias "Z-40." Analysts say 14 bullet-ridden bodies stuffed in a van in mid-August in San Luis Potosi were men loyal to "El Taliban," and may have been left there as a warning by Trevino Morales' underlings.

Discussing recent fighting, a U.S. official in Mexico who could not be named for security reason said earlier this week that "I think right now the uptick that I'm seeing is between '40' and '50'," referring to Trevino Morales and Velazquez Caballero by their "Z'' aliases.

The Zetas cartel takes its name from a police radio code in which "Z'' means "commander," and a number refers to rank.

The official said Velazquez Caballero appeared to have formed an alliance of convenience with the Knights Templar cartel based in southern Michoacan state for his fight with Trevino Morales.

Banners signed by various elements of the Zetas and hung from overpasses in several Mexican states appeared to confirm mutual hatred between Trevino Morales and Velazquez Caballero. In the obscenity-laden banners, the two capos accused each other of betraying their fellow traffickers and preying on civilians.

If the man arrested as "El Taliban" is confirmed, the development could strengthen Trevino Morales, who shares leadership of the Zetas with Heriberto Lazcano, alias "El Lazca."

The U.S. official played down recent speculation that Trevino Morales and Lazcano had also fallen out.

"I'm not familiar with a fight between him (Trevino Morales) and Lazca," the official said. "I think he and Lazca ? Lazca is doing his thing and he is doing his, and they're still together from what I understand."

Lawmen and even competing drug capos picture Trevino as a brutal assassin who favors getting rid of foes by stuffing them into oil drums, dousing them with gasoline and setting them on fire, a practice known as a "guiso," a Spanish word for "stew."

The Zetas are already considered the hemisphere's most violent criminal organization. They have been blamed for a large share of the tens of thousands of deaths in Mexico's war on drugs, though other gangs also have repeatedly committed mass slayings.

Running gun battles between Navy personnel and gunmen broke out late Wednesday in the border city of Piedras Negras, across the border from Eagle Pass, Texas.

Officials in the border state of Coahuila confirmed the shootouts, and state security spokesman Sergio Cisbeles said the confrontation was serious, but he could not immediately confirm whether there anyone was wounded or dead.

The Zetas have been known to be active in Coahuila state, but it was unclear whether the confrontations in Piedras Negras were related in any way to the capture of Velazquez Caballero.

Cameron's spokesman said on Monday it was time to draw a line under the affair after Mitchell apologised again to police, even while denying using the words attributed to him.

"He has acknowledged that that behaviour was unacceptable and the apology has been accepted," the spokesman said. He would not be drawn on Mitchell's choice of words or whether he was accusing the police of not telling the truth.

"Pleb" is derived from a Latin word denoting people outside the aristocratic class in ancient Rome, for example shopkeepers, skilled or unskilled workers and farmers.

"It is old-fashioned language, it is private language. In public it is pretty awful," Peter York, the author and social commentator, told Reuters. "You certainly wouldn't expect any politician to utter it in a remotely public place."

A leaked police report in the top selling Sun newspaper on Monday said Mitchell had lost his temper when police officers refused to open the main Downing Street gates to allow him to cycle through last Wednesday evening.

BADLY TIMED TIRADE

When they asked him to use a pedestrian gate, the report said Mitchell erupted: "Best you learn your fucking place. You don't run this fucking government. You're fucking plebs."

The timing could not have been worse, coming a day after two unarmed policewomen were killed in a gun and grenade attack in Manchester, northern England.

The Conservatives, who have run Britain in a coalition since 2010, are behind the opposition Labour Party before a 2015 election and the Mitchell row could cut further into their public support if it lingers, analysts said.

"They have been remarkably unsuccessful at killing this story," said John Curtice, politics professor at Strathclyde University in Scotland. "That's certainly a problem."

Mitchell, 56, was educated at the prestigious Rugby School, home of one of the most famous literary bullies, Flashman, in the 19th-century novel "Tom Brown's Schooldays" by Thomas Hughes, an Oxford graduate.

Labour leader Ed Miliband, who also went to Oxford, compared Cameron to Flashman last year for his behaviour in parliament.

Mitchell went on to Cambridge University and served in the British Army before joining the Lazard investment bank and working for a management consultancy. Cameron gave him the job of "chief whip", or party enforcer, earlier this month.

Mitchell said he "did not use the words that have been attributed to me", but repeatedly refused to confirm what he did say during an incident dubbed "Gate-gate" by wags on Twitter.

"It had been the end of a long and extremely frustrating day - not that that is any excuse at all for what happened," Mitchell told reporters in the rain outside his office near Downing Street. "I didn't show the police the amount of respect I should have done."

Labour and police groups called for an inquiry into the events at Downing Street.

Although still unconfirmed, the bad language has fed into a perceptions the Conservatives have not shed the "Nasty Party" tag that dogged them under Margaret Thatcher and John Major in the 1980s and 1990s. Cameron has attempted to soften their policies in areas like gay rights and support for the poor.

"There is this perception that ... they are posh, rich people who are out of touch with the lives of ordinary people," said Wyn Grant, politics professor at Warwick University.

"But if the government stands firm on this, it may simply just go away."

Colorado Attorney General John Suthers

Colorado borrowers who lost their home to foreclosure between Jan. 1, 2008 and Dec. 31, 2011, may be eligible for payment under the $25 billion national mortgage foreclosure settlement, Attorney General John Suthers announced on Monday afternoon.

Suthers said that claim forms are being to sent to eligible borrowers during that time period who had mortgages serviced by Ally/GMAC, Bank of America, Citigroup, JPMorgan Chase and Wells Fargo. These are the nation?s five largest mortgage servicers that agreed to the settlement with the federal government and attorneys general for 49 states and the District of Columbia.

The settlement, which took effect in April, earmarked approximately $1.5 billion in payments for two million borrowers nationwide who lost their homes to foreclosure during that period and had their loan serviced by one of the settling servicers. The exact payment will depend upon the total number of borrowers who decide to participate.

?This payment is intended as partial compensation for the mortgage servicers? illegal conduct and servicing abuse,? Suthers said. ?By participating, borrowers do not give up any legal rights. They?re free to participate in this settlement and also pursue other legal remedies such as filing a lawsuit or participating in a class action, if they so choose.?

Last week, the national settlement administrator mailed notification postcards to the eligible borrowers nationwide. In Colorado, packets containing a letter from the Attorney General, claim form, instructions and answers to frequently asked questions are being mailed to eligible borrowers beginning today and continuing through Oct. 12.

Suthers urged eligible Colorado borrowers to complete their claim forms and return them as soon as possible in the envelope provided, or file them online at the National Mortgage Settlement website listed at the end of this article. The deadline for all claims is Jan. 18, 2013. Payment checks are expected to be mailed in mid-2013.

The one-page claim forms are simple to complete, according to Suthers? office.

Eligible borrowers do not need to prove financial harm to receive a payment, nor do they give up their rights to pursue a lawsuit against their mortgage servicer or to participate in the Independent Foreclosure Review Process being conducted by federal bank regulators. More information about that program is available at www.independentforeclosurereview.com.

Eligible borrowers may get a payment from this settlement even if they participate in another foreclosure claims process. However, any payment received may reduce payments borrowers may be eligible to receive in any other foreclosure claim process or legal proceeding.

Borrowers who believe they may qualify for a payment, but did not receive a notice because they have moved, should contact the settlement administrator directly to provide that information:

Borrowers should not need to pay anyone to file their claim, according to Suthers office. The Attorney General?s office warns all homeowners to be aware of settlement-related scams. Do not provide personal information or pay money to anyone who calls or emails you claiming that they are providing settlement-related assistance. If you believe someone is conducting a settlement-related scam, contact the Colorado Attorney General at 1-800-222-4444.

The national settlement followed state and federal investigations, which alleged that the five mortgage servicers routinely signed foreclosure-related documents outside the presence of a notary public and without personal knowledge that the facts contained in the documents were correct.? This civil law enforcement action also alleged that the servicers committed widespread errors and abuses in their foreclosure processes.

Broad reform of the mortgage servicing process resulted from the settlement, as well as financial relief for borrowers still in their homes through direct loan modification relief, including principal reduction.

Chemist may hold key to building a better toxin 'mousetrap'

ScienceDaily (Sep. 24, 2012) ? A Florida State University chemist's work could lead to big improvements in our ability to detect and eliminate specific toxic substances in our environment.

Featured on the cover of the Journal of the American Chemical Society (JACS), Sourav Saha's specialized work to strip electrons from the toxic chemical known as fluoride is producing a variety of unique results.

"I started out with the very basic premise of trying to find new ways to detect toxic fluoride in solutions," said Saha, an assistant professor of chemistry at Florida State. "As I got further into that work I was able to create a compound that could actually strip the electrons right off the molecule, producing a variety of tangible benefits such as toxin detection and removal."

Saha's initial fluoride-detection work led to a $100,000 grant from the Petroleum Research Foundation to further explore the possibilities of his research. Using that money, he was able to bring in additional expertise and build his "fluoride-robbing" compound that is the central feature of the work featured on the JACS cover.

"This work is very exciting and novel because the results are surprising," said Timothy Logan, chairman of the Department of Chemistry and Biochemistry at Florida State. "Molecules always have affinity for electrons, with some molecules having a greater affinity than others. Flouride has the highest electron affinity of all, so the ability to strip off electrons from fluoride, especially in the presence of other molecules with lower electron affinity, is truly unique."

Although Saha is excited about the possibilities of his new compound in toxin cleanup, he sees a huge variety of potential applications for his research.

"I think toxin removal is one of the most obvious and relatable benefits my work could lead to, but in reality, there are many additional implications this work could have on daily life," Saha said. "For instance, we could develop this research to create all new types of plastics that could exhibit unique qualities, or improve the effectiveness of devices, such as batteries, that are used to store and transfer energy."

WASHINGTON (AP) ? President Barack Obama, defending his foreign policy record at a time of anti-American rage in the Muslim world, fired back at suggestions from Republican Mitt Romney that the president has been weak with allies and enemies alike.

In an interview airing the night before Obama meets with other world leaders at the United Nations, the president said, "If Gov. Romney is suggesting that we should start another war, he should say so."

It was Obama's most direct rebuttal yet to persistent skepticism by his White House rival on his handling of an unraveling situation in the Middle East. Romney has charged the U.S. stance has been marred by miscalculations, mixed messages and appeasement.

The foreign policy arguments come as both candidates sharpen their strategy just six weeks ahead of Election Day. Speaking to reporters on a flight to Colorado Sunday night, Romney acknowledged he was slipping behind Obama in several swing states and said he would spend more time with voters in the coming weeks.

"I think the fundraising season is probably a little quieter going forward," he said following a weekend largely devoted to raising money in California.

Facing Republican fears that his campaign is moving in the wrong direction, Romney huddled earlier in the day with his top advisers, preparing for next month's debates and crafting a more aggressive strategy.

"I don't pay a lot of attention to the day-to-day polls. They change a great deal," Romney said. "And I know that in the coming six weeks they're very unlikely to stay where they are today."

Romney and Obama both discussed foreign policy in interviews broadcast Sunday on CBS' "60 Minutes."

Romney, who has criticized Obama's response to unrest in Syria and anti-American protests across the Muslim world, broadened his reproach to include Israel. He said Obama's failure to schedule a meeting with Israeli Prime Minister Benjamin Netanyahu during the annual U.N. gathering this week "sends a message throughout the Middle East that somehow we distance ourselves from our friends."

The White House has said scheduling precluded a meeting between the two leaders, who won't be in New York at the same time. But Obama pushed back on the notion that he feels pressure from Netanyahu, dismissing as noise the Israeli leader's calls for the U.S. to lay out a "red line" that Iran's nuclear program mustn't cross to avoid American military intervention.

"When it comes to our national security decisions, any pressure that I feel is simply to do what's right for the American people," Obama said. "And I am going to block out any noise that's out there. "

In a wide-ranging interview conducted the day after U.S. Ambassador to Libya Chris Stevens was killed in an attack on Benghazi, Obama defended his foreign policy successes, noting he'd followed through on a commitment to end the war in Iraq and had nabbed al-Qaida leader Osama bin Laden.

He also waxed optimistic that winning a second term would give him a mandate to overcome obstructionism from congressional Republicans whose No. 1 goal, he said, has been to prevent his re-election.

"My expectation is, my hope is that that's no longer their number one priority," Obama said. "I'm hoping that after the smoke clears and the election season's over that that spirit of cooperation comes more to the fore."

Romney, in an interview conducted last week, sought to deflect attention from his running mate, Wisconsin Rep. Paul Ryan, over their differences in Medicare policy: "I'm the guy running for president, not him."

While reaffirming his commitment to lowering all income tax rates by 20 percent, Romney expressed no unease about his refusal to offer specifics, such as which loopholes and deductions he'd eliminate to pay for the cuts.

"The devil's in the details. The angel is in the policy, which is creating more jobs," Romney said, adding that he doesn't want to see overall government revenue reduced.

Addressing the seemingly unshakable charge of flip-flopping on policy issues, Romney pointed the finger at Obama, noting his changes of heart on gay marriage and military tribunals for terrorism suspects.

"Have I found some things I thought would be effective turned out not to be effective? Absolutely," Romney said. "You don't learn from experience, you don't learn from your mistakes ?why, you know, you ought to be fired."

The series of interviews also offered glimpses into both candidates' personal habits, including their late-night routines. Romney said his nightly prayer is a time to connect both with the divine and with his own thoughts, and said he asks God mainly for wisdom and understanding.

Obama, describing himself as "a night guy," said that after first lady Michelle Obama and their daughters retire around 10 p.m., he hunkers down for reading, writing and occasionally a moment alone on the Truman Balcony, with the Washington Monument and Jefferson Memorial in view.

"Those are moments of reflection that, you know, help gird you for the next challenge and the next day," Obama said.

The "60 Minutes" interviews came as Romney's campaign strove to turn the page on a week of public stumbles and Republican hand-wringing. On the flight to Colorado, Romney said he's looking forward to next month's debates to help reverse his slide, which he attributed to Obama's aggressive advertising.

"He's trying to fool people into thinking that I think things I don't," Romney said of the president. "And that ends I think during the debates."

Romney blamed his fundraising focus on Obama's decision to bypass traditional spending limits during the 2008 campaign. "I'd far rather be spending my time out in the key swing states campaigning door to door if necessary, but in rallies and various meetings," he said. "But fundraising is part of politics when your opponent decides not to live by the federal spending limits."

After Colorado, Romney was to begin a three-day bus tour in Ohio on Monday followed by a stop in Virginia ? states that Obama won in 2008 but that Republicans claimed four years earlier.

While national polls remain tight, polls in several of the most closely watched states, including Colorado, suggest Obama has opened narrow leads. Obama won Colorado by 9 points four years ago, but the state went to a Republican in the previous three presidential elections.

Obama took a rare weekend break from the campaigning ahead of his U.N. address Tuesday, but dispatched top allies to the Sunday talk shows.

Treatment for addicts is starting to change

A call for change is afoot in the difficult and often heartbreaking world of addiction treatment.

For decades, 12-step programs and a medication-free approach have dominated the recovery industry. But now doctors and scientists and the leader of the National Institute on Drug Abuse are pushing for broad recognition of addiction as a disease and more medical approaches to therapy.

In the last couple of years, a top addiction society officially declared addiction a "brain disorder." A specialty substance-abuse training program for doctors has been ushered into medical schools. The federal government has announced the creation of new resources to help guide patients, families and doctors toward science-based addiction treatment, and more drugs to treat addiction are entering the pipeline.

In June, Gil Kerlikowske, director of the Office of National Drug Control Policy and President Obama's top advisor on drug policy, declared in a speech at the Betty Ford Center in Rancho Mirage that addiction "is not a moral failing on the part of the individual. It's a chronic disease of the brain that can be treated."

About 21 million Americans have a substance-abuse disorder for which they need specialty treatment, according to 2010 statistics from the government-funded National Survey on Drug Use and Health. Deaths from drug overdoses now exceed traffic fatalities.

Nine out of 10 people addicted to drugs other than nicotine receive no treatment, and most of those who do get it are put through unproven programs run by people without medical training, according to a 500-plus-page report released by Columbia University in June. Solid data on effectiveness of the most popular recovery approach ? 12-step programs ? are lacking, the report said.

Much of the reason for the disconnect is rooted in the recovery movement's history: Addicts, shunned by the medical establishment, received their help from those outside of it, a trend that continues to this day.

"Drug abuse treatment developed outside mainstream medicine," said Dr. Walter Ling, a leading addiction specialist at UCLA. "We're still suffering from that."

And yet decades of basic laboratory science has revealed that addiction is a bone fide medical problem involving profound brain alterations. Alcohol, opiates, cocaine and other substances increase levels of the chemical dopamine in the reward pathway of the brain. With repeated use, baseline dopamine levels wane to compensate and a drug becomes less pleasurable, requiring ever-larger doses.

Even when people are weaned from a drug, their brains don't return to normal. So they remain vulnerable to its draw, suffering mood swings and profound urges to use again.

Such discoveries are filling science journals at a prodigious rate, adding weight to the position taken by National Institute on Drug Abuse chief Dr. Nora Volkow ? that addiction is a chronic disorder that will require multiple rounds of therapy to reduce the risk of relapse and to lengthen drug-free intervals.

Several drugs to treat addictions have been approved in recent years, adding to the modest collection already in limited use, such as methadone for heroin addiction, Antabuse for alcoholism and a handful of others.

To Volkow's mind, the new medications are important for two reasons. First, recovery from addiction is hard and patients need every tool that medicine can offer them. But there is another potential benefit: The growing availability of medical treatments will encourage doctors to treat their patients' drug problems, just as they would a patient's out-of-control blood sugar or high cholesterol.

"You are killing two birds with one stone ? giving tools to improve outcomes for the patient and giving tools to the physician, increasing the likelihood they will incorporate substance abuse disorders into their practice," she said.

One of the most important new developments has been the emergence of long-acting drugs to reduce cravings that persist even in people who are highly committed to abstinence. Freeing addicts from summoning the willpower to take their medications each day ? as well as the temptation to sell them on the street ? eases their burden in the challenging first months of recovery, Ling said.

The medication naltrexone, a pill to treat alcohol dependence, was reformulated into a monthly injection called Vivitrol in 2006 and was approved for opioid addiction in 2010. In studies, 36% of the opioid-addicted patients on Vivitrol were able to stay in a treatment program for the full six months, compared with 23% of the patients receiving a placebo injection. That is a significant improvement for addiction, experts said.

Titan Pharmaceuticals of South San Francisco plans to seek Food and Drug Administration approval of an implant that would provide continuous delivery of the drug buprenorphine ? known as Suboxone in its pill form ? for six months to people attempting recovery from dependence on heroin or prescription painkillers.

In advanced studies led by UCLA's Ling, nearly 66% of patients who had the implant inserted under the skin in the upper arm stuck with treatment, compared with only 31% of those who received a placebo implant. They had higher rates of clean urine tests and lower rates of withdrawal symptoms and cravings.

The National Institute on Drug Abuse is also putting considerable effort into developing vaccines to fight addiction to nicotine, cocaine, heroin and methamphetamine, Volkow said. The aim is to trigger an immune response to a drug of abuse so it can't reach the brain and elicit a "high," causing cravings for the drug to erode over time.

The move to treat addiction as a disease may receive a boost from the Affordable Care Act, which mandates treatment for substance abuse disorders and is likely to push services away from nonmedical treatment centers toward mainstream medicine, a Medicare official wrote last year in the journal Health Affairs.

But many U.S. drug treatment centers shun medications, or offer them only sparingly.

A 2011 survey of 345 directors of drug treatment centers in the Journal of Addiction Medicine found little interest in medications: Among programs with access to a medical doctor, fewer than half had adopted all available addiction treatments. Despite the availability of three prescription drugs approved to treat alcoholism, only 24% said they offered them.

Medications don't address the lifestyle, relationship and spiritual problems that lie at the heart of addiction, said John Schwarzlose, president and chief executive of the Betty Ford Center, one of the oldest and most highly regarded inpatient treatment facilities.

"That's why the Betty Ford Center has the 12-step program as the core philosophy," said Schwarzlose, who added that doctors at his center prescribe addiction medications on a case-by-case basis.

Volkow said she wasn't proposing that behavioral, psychosocial and spiritual approaches be kicked out of treatment programs ? only that the best that science can offer be thrown at this highly intractable problem.

"Addiction is a very aggressive disease," she said. "We need to treat it aggressively. We do that for other diseases."
