EU to allow purchases of Syrian oil from opposition

BRUSSELS (Reuters) - European Union governments are expected to ease an embargo on Syrian oil next week to allow for purchases of crude from the opposition in an effort to tilt the balance of the conflict against President Bashar al-Assad.

At a meeting on Monday, EU foreign ministers will also agree to lift restrictions on selling equipment for the oil industry to the opposition and investing in the major Arab state's oil sector, EU diplomats said on Wednesday.

The move is part of a broader EU undertaking to support the Syrian rebels, waging a two-year-old uprising against Assad in which an estimated 70,000 people have died and the conflict is broadly stalemated.

It aims to give the insurgents much-needed cash for infrastructure repairs and to build up local governance, and, possibly, to fund purchases of arms. But conditions would apply to ensure that no business is done with supporters of Assad.

"The purchases will be allowed when an EU government authorizes them after consultations with the (opposition) National Coalition," an EU diplomat told Reuters.

The lifting of oil sanctions may bolster the credibility of the Syrian National Coalition - an umbrella organization of the opposition - among Syrians opposing Assad.

But it may not yield substantial economic results, experts say, largely because European companies may be reluctant to wade into the conflict and the rebels will struggle to prop up battered infrastructure to ship oil out.

They have gained control over some of Syria's oil-producing territory, including in the eastern provinces of Hasakah and Deir al-Zor, but these areas remain vulnerable to shelling and air strikes by government forces.

LIMITED POTENTIAL

"It (removal of oil sanctions) is a largely illusory measure for the moment," Julien Barnes-Dacey of the European Council on Foreign Relations. "The regime will do what it can, including using air power, to ensure they aren't able to channel oil out of the country."

EU governments banned purchases of Syrian oil by European companies in 2011 in response to Assad's military crackdown on mass unrest, complementing a wide array of sanctions aimed to pressure Assad into relinquishing power.

But they have been wary of going too fast in backing those who took to arms after Assad tried to smash street protests, amid concerns of fragmentation and the presence of radical Islamists in the ranks of the rebels.

A campaign by France and Britain this year to ease an arms embargo to allow for weapons sales to the rebels has foundered, with many EU capitals refusing to support it.

Countries such as Germany, Austria and Sweden oppose the move, fearing it could lead to weapons falling into the hands of Islamist militants, fuel regional conflict and encourage Assad's backers, Iran and Russia, to step up arms supplies to him.

For now, diplomats say, EU governments and companies are allowed to provide technical assistance to the rebels and non-lethal equipment, provided it is used to protect civilians.

Debates on the arms embargo have subsided in Brussels in recent weeks, but they will likely pick up again in the run-up to June when sanctions against Syria come up for renewal.

Syria's oil output has plummeted during the war. The latest U.S. government data indicate that oil production in Syria was 153,000 barrels per day in October 2012, a nearly 60 percent decline from March 2011 when the conflict began.

This Week's MacGyver Challenge: Hack Something Using Old Computer Parts

This week, we're asking you to make something out of those old computer parts you have sitting around waiting for something useful to do. And no, using them as is for parts in a new computer build doesn't count?we're looking for a little more creativity than that. For example, we've seen that you can transform a desktop graphics card into an external laptop graphics card, turn an old PC case into an aquarium, and do some interesting things with old hard drives.

Now, it's your turn. Share your best hack using old computer parts. Your hack can use other materials, of course, but the computer part (or parts) should be the defining element. Send us pictures and a description of your hack and feel free to annotate your photos if you need to. And don't be afraid to get creative!

South Africa: Elephant handler trampled to death

JOHANNESBURG (AP) ? A handler at an elephant park in South Africa was trampled to death while taking elephants out for exercise, the park's owner said Tuesday.

The accident happened at around 7 a.m. Monday at the Elephant Sanctuary near Hartbeespoort Dam, west of Pretoria. About half an hour earlier on the same day, an elephant injured two tourists when it overturned their vehicle in Kruger National Park in the northeastern part of South Africa, according to park authorities.

Craig Saunders, owner of the elephant sanctuary, said the handler, who had been working with African elephants for four years, slipped off the back of an elephant that was engaging in "boisterous behavior" with another elephant.

The handler ended up in the midst of the altercation, which happened during an exercise program for the elephants that is closed to guests, according to Saunders. Paramedics arrived within 10 to 15 minutes but they were unable to revive the handler.

"It was a pure chance accident," Saunders said. "There was no maliciousness of any sort displayed by the elephants."

The name of the handler was being withheld pending notification of his family.

The website of the sanctuary says it offers elephant back-riding to guests and notes the "special relationship" between handlers and the elephants.

Saunders said sitting on the back of an elephant is a "normal management tool" for handlers.

The two tourists whose car was attacked by an elephant are doing "fine" even though the man had suffered broken ribs and the woman had back pain, said William Mabasa, a spokesman for Kruger park. The two were being transferred for medical treatment in Johannesburg, he said. The male tourist told authorities he is from Poland and currently lecturing at a university in Hong Kong.

Mabasa recalled a number of cases in which elephants overturned vehicles in the park, and that people in the vehicles failed to take simple precautions "in all these situations."

In Monday's encounter, he said, the couple did not take basic steps to get to a safe place.

"They decided to switch off the engine even when the elephant was charging," he said. "Why would you do that? Why don't you drive away?"

Bull elephants can be aggressive during periods when they are sexually aroused, according to Mabasa.

"Always keep a good distance," he advised. "That's the safest way to deal with elephants."

Kerry tamps down anxiety over NKorea missile power

SEOUL, South Korea (AP) ? U.S. Secretary of State John Kerry delivered a stark warning to North Korea on Friday not to test-fire a mid-range missile, while tamping down anxiety caused by a new U.S. intelligence report suggesting significant progress in the communist regime's nuclear weapons program.

Kicking off four days of talks in an East Asia beset by increasing North Korean threats, Kerry told reporters in Seoul that Pyongyang and its enigmatic young leader would only increase their isolation if they launched the missile that American officials believe has a range of some 2,500 miles ? or enough to reach the U.S. territory of Guam.

"If Kim Jong Un decides to launch a missile, whether it's across the Sea of Japan or some other direction, he will be choosing willfully to ignore the entire international community," Kerry told reporters. "And it will be a provocation and unwanted act that will raise people's temperatures."

If the trajectory of the test missile suggests that it could be a threat to either the U.S. or allies, the military would move to shoot it down from one of nine warships armed with sophisticated ballistic missile defense systems in the Pacific, including two that were moved closer to the Korean peninsula, U.S. officials said, speaking on condition of anonymity because they were not authorized to publicly discuss military plans.

Kerry said the test would be a "huge mistake" for Kim.

"It will further isolate his country and further isolate his people who are desperate for food and not missile launches," he warned. "They are desperate for opportunity and not for a leader to flex his muscles."

Kerry's diplomatic tour, while planned long in advance, is unusual in that it brings him directly to a region of escalated tensions and precisely at a time when North Korea is threatening action. The North often times its military and nuclear tests to generate maximum attention, and Kerry's presence on the peninsula alone risked spurring Pyongyang into another provocation. Another key date is the 101st birthday of the nation's founder, Kim Il Sung, on April 15.

After meeting South Korean President Park Geun-hye and Foreign Minister Yun Byung-se, Kerry also weighed in on an intelligence report that rocked Washington on Thursday, suggesting that North Korea now had the knowhow to arm a ballistic missile with a nuclear warhead ? even if the weapons would lack reliability. Kerry, repeating assertions by other administration officials, noted that Pyongyang still hadn't developed or fully tested the nuclear capacities needed for such a step.

Rep. Doug Lamborn, R-Colo., surprised a hearing on the defense budget Thursday when he read aloud one paragraph of an otherwise classified Defense Intelligence Agency report. The assessment said the Pentagon's intelligence wing has "moderate confidence" that North Korea has nuclear weapons capable of delivery by ballistic missiles but that the weapon was unreliable.

The disclosure took even Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, by surprise and he refused to discuss it at the budget hearing. While analysts have made similar statements over the last two years, the reading of it at the same time Kim was renewing threats against the U.S. and its allies gave the notion new urgency.

Kerry offered strong words of solidarity for South Korea, praising Park's "bright vision" of a prosperous and reunified Korean Peninsula without nuclear weapons. By contrast, he said North Korea's Kim, by estimates only 29 or 30 years old, has a choice to make between provocation and returning to talks to de-escalate tension and lead to the end of its nuclear program.

"It's up to Kim Jong Un what he decides to do," Kerry said.

A missile launch, he said, "is not going to change our current position which is very clear: We will defend our allies. We will stand with South Korea and Japan against these threats. And we will defend ourselves."

Speaking beside Kerry, South Korea's Yun called for more United Nations action against Pyongyang if it commits another provocation.

He refused to comment specifically on the U.S. intelligence report, saying only that the North has "high nuclear and missile capabilities" but that it is still some time away from a nuclear bomb that is "small, light and diversified."

Both Yun and Kerry kept the door open for future negotiations with Pyongyang.

But both seemed to suggest that such talks were unlikely in light of the North's increasingly bombastic threats, including nuclear strikes on the United States. Most experts say those are unfeasible based on the North's current capacity and would never be explored seriously because the U.S. response would be overwhelming against a regime focused primarily on survival.

Kerry said any talks with North Korea have to lead toward denuclearization.

They have to be really serious," Kerry said. "No one is going to talk for the sake of talking and no one is going to play this round-robin game that gets repeated every few years, which is both unnecessary and dangerous."

February construction picks up but likely to contract Q1

LONDON (Reuters) - British construction output showed a tentative recovery in February but will need to record stellar growth in March to avoid registering a further quarter of contraction.

Despite accounting for less than 7 percent of Britain's economy, weak construction output was the main drag on growth during the first half of last year, helping to push the country back into recession.

It remains touch-and-go whether Britain's economy as a whole will record any growth in the first quarter. The economy contracted at the end of 2012 and another negative reading will prompt "triple-dip recession" headlines embarrassing for the government.

Non seasonally-adjusted figures from the Office for National Statistics on Friday showed that construction output was 7.0 percent lower in February than a year ago but 5.5 percent higher than in January. However, the bounce-back is smaller than typically seen at this time of year.

"The month-on-month increase in February sounds encouraging but still leaves output well below the level seen before the winter weather set in December," said Brian Hilliard, economist at Societe Generale.

With construction likely to subtract from first-quarter GDP, Hilliard said his best guess was for flat to 0.1 percent growth in the economy as a whole.

Construction output is highly responsive to the economic cycle and has fallen by 16.5 percent when comparing the last quarter of 2012 with the first quarter of 2008, just before a steep recession caused by the financial crisis.

Activity so far this year has been hit by an unusually severe and prolonged winter, but there are signs that public sector infrastructure cuts are also having an impact.

The Markit/CIPS construction index shows the sector contracted for the fifth month in a row in March. The only bright spot has been house-building where a firmer property market and government home-buying initiatives have provided some cheer.

"Irrespective of whether we get 0.1 percent growth in the first quarter or a 0.1 percent contraction, it's the same message: the UK economy is hardly growing at all," said Alan Clarke, strategist at Scotiabank.

A new study of how carbon is trapped and released by iron-rich volcanic magma offers clues about the early atmospheric evolution on Mars and other terrestrial bodies.

The composition of a planet's atmosphere has roots deep beneath its surface. When mantle material melts to form magma, it traps subsurface carbon. As magma moves upward toward the surface and pressure decreases, that carbon is released as a gas. On Earth, carbon is trapped in magma as carbonate and degassed as carbon dioxide, a greenhouse gas that helps Earth's atmosphere trap heat from the sun. But how carbon is transferred from underground to the atmosphere in other planets ? and how that might influence greenhouse conditions ? wasn't well understood.

"We know carbon goes from the solid mantle to the liquid magma, from liquid to gas and then out," said Alberto Saal, professor of geological sciences at Brown and one of the study's authors. "We want to understand how the different carbon species that are formed in the conditions that are relevant to the planet affect the transfer."

This latest study, which also included researchers from Northwestern University and the Carnegie Institution of Washington, indicated that under conditions like those found in the mantles of Mars, the Moon and other bodies, carbon is trapped in the magmas mainly as a species called iron carbonyl and released as carbon monoxide and methane gas. Both gasses, methane especially, have high greenhouse potential.

The findings, published in the Proceedings of the National Academy of Sciences, suggest that when volcanism was widespread early in Mars' history, it may have released enough methane to keep the planet significantly warmer than it is today.

A key difference between conditions in Earth's mantle and the mantles of other terrestrial bodies is what scientists refer to as oxygen fugacity, the amount of free oxygen available to react with other elements. Earth's mantle today has a relatively high oxygen fugacity, but in bodies like the Moon and early Mars, it is very low. To find out what how that lower oxygen fugacity affects carbon transfer, the researchers set up a series of experiments using volcanic basalt similar to those found on the Moon and Mars.

They melted the volcanic rock at varying pressures, temperature, and oxygen fugacities, using a powerful spectrometer to measure how much carbon was absorbed by the melt and in what form. They found that at low oxygen fugacities, carbon was trapped as iron carbonyl, something previous research hadn't detected. At lower pressures, iron carbonyl degassed as carbon monoxide and methane.

"We found that you can dissolve in the magma more carbon at low oxygen fugacity than what was previously thought," said Diane Wetzel, a Brown graduate student and the study's lead author. "That plays a big role in the degassing of planetary interiors and in how that will then affect the evolution of atmospheres in different planetary bodies."

Early in its history, Mars was home to giant active volcanoes, which means significant amounts of methane would have been released by carbon transfer. Because of methane's greenhouse potential, which is much higher than that of carbon dioxide, the findings suggest that even a thin atmosphere early in Mars' history might have created conditions warm enough for liquid water on the surface.

Christian populations in Iraq, Lebanon, Israel, and the Palestinian territories have shrunk dramatically in recent years. In Syria, Christians face increased Islamic radicalization. In Egypt, they are being denied basic civic rights and protection. Even in Jordan, the Christian community eyes political and demographic developments within the kingdom warily.

In response, Christians have emigrated from the region en masse. Some have sought alliances with other minorities, including the Alawites of the Assad regime in Syria and Hezbollah (Shiites) in Lebanon. And Mr. Mneimneh says efforts by Christian leaders in Lebanon to gain disproportionate political representation set a ?dangerous precedent.?

Is online ed here to stay?

Massive open online courses, also known as MOOCs, have drawn plenty of attention ? and hundreds of thousands of students. Several elite colleges have joined with companies such as Coursera, edX, and Udacity to offer free online courses, though not for credit, that can have tens of thousands of students at once.

Proponents laud the popular courses for ?democratizing? access to knowledge and for their potential to educate future innovators. Critics who worry about ?the McDonaldization of higher education? deplore a lack of accountability for plagiarism and cheating, and question the quality of the student experience.

What do the professors who create and teach the MOOCs say? According to a survey by The Chronicle of Higher Education, 79 percent believe the courses ?are worth the hype.? Steve Kolowich says the findings signal ?a change of heart that could indicate a bigger shake-up in the higher-education landscape.?

Nearly half of the professors said their MOOCs were as academically rigorous as their in-class versions. The majority (72 percent) felt successful students should be given credit at their institution. And an overwhelming majority believe free online courses will drive down the cost of college generally.

But a majority (55 percent) also said that MOOCs diverted time away from research and traditional teaching. And the average pass rate for their online courses (with a median enrollment of 30,000) was just 7.5 percent.

Professors cited a variety of motivations for teaching MOOCs, both altruistic and professional. But most saw online education as the inevitable wave of the future.

Visualizing drone strikes

According to a recent Gallup poll, 65 percent of Americans support US drone attacks on terrorists abroad, but less than half are closely following news on drones. That?s an awareness gap California media company Pitch Interactive seeks to bridge with its newly launched interactive Web visualization of the US drone strikes that have taken place in Pakistan since 2004. The animated visualization (drones.pitchinteractive.com) charts the chronology, frequency and volume, and victims of the attacks.

Using data primarily from The Bureau of Investigative Journalism, New America Foundation, and ?Living Under Drones? (a Stanford/NYU report), Pitch groups victims into four categories: children, civilians, other (?a very grey area?), and high-profile targets, which represent just 1.5 percent of total victims. Civilians and children account for 22.8 percent.

Slate blogger Emma Roller says the data should be taken with a grain of salt. For perspective, she also notes that the Iraq Body Count project estimates 60 percent of those killed in Iraq since 2003 were civilians. And though Pitch says its aim is not ?to speak for or against [drones], but to inform,? Ms. Roller feels the group presents data ?in a way that fits nicely into the ?against? column.?

Why Japan has a low crime rate

In the French daily Le Monde, Phillipe Pons takes a critical look at the harsh conditions of Japanese prisons and high rates of capital punishment. The piece can be read in English (translated by Carolina Saracho) at Worldcrunch, a site that translates and edits content from top foreign-language outlets.

The article describes draconian prisons and a criminal-justice system in which those arrested can be held in detention for 23 days without being charged or having access to a lawyer and in which ?[a]lmost all convictions are obtained thanks to ?confessions.? ? During Prime Minister Shinzo Abe?s 2006-07 term in office, 10 people were hanged in less than a year.

But Japan also has the lowest incarceration and recidivism rates of developed nations. The government says Japan?s relatively low crime rate justifies the tough penalties. And polls show that the majority of Japanese support the death penalty. But criminologists debate ?the deterrent effect? and note other factors at play, such as strict gun laws. On balance, Mr. Pons worries that ?Public order comes at a high price in Japan ? the price of prisoner rights and the presumption of innocence.?

Marriages benefit when fathers share household, parenting responsibilities, MU researcher says

Apr. 8, 2013 ? Although no exact formula for marital bliss exists, a University of Missouri researcher has found that husbands and wives are happier when they share household and child-rearing responsibilities. However, sharing responsibilities doesn't necessarily mean couples divide chores equally, said Adam Galovan, a doctoral student in the MU Department of Human Development and Family Studies.

"Sharing can mean something different to every couple," Galovan said. "It could be taking turns changing diapers or one parent watching the children while the other prepares dinner. Doing things together and having mutual, agreed-upon divisions of labor benefitted both spouses."

Galovan and his Brigham Young University and Utah State University colleagues surveyed 160 heterosexual couples to see how the parents divided household responsibilities and how those chores affected the husbands' and wives' relationships. The couples were married for an average of five years and had at least one child age five or younger. Most of the parents were between 25 and 30 years old, and about 40 percent of the women had full- or part-time jobs.

"The more wives perceived that husbands were engaged in routine family work tasks, the better the relationships were for both partners," Galovan said. "Wives in our study viewed father involvement and participation in household chores as related. Doing household chores and being engaged with the children seem to be important ways for husbands to connect with their wives, and that connection is related to better couple relationships."

The bonds between fathers and their children also contributed to couples' marital satisfaction, Galovan said.

"When wives felt their husbands were close to their children, both spouses reported better marriages," said Galovan. "The father-child bond was particularly important for wives."

Couples should realize that transitioning into parenthood requires an adjustment period, and it is normal for husbands and wives to feel stressed, Galovan said. To counteract the stress, he recommends that parents make each other a priority.

"Find ways to connect throughout the day, even if it's just doing dishes together or watching a movie," Galovan said. "These simple connections in daily life seem to enhance couples' marital satisfaction and improve the quality of their relationships."

(AP) ? Kansas legislators gave final passage to a sweeping anti-abortion measure Friday night, sending Gov. Sam Brownback a bill that declares life begins "at fertilization" while blocking tax breaks for abortion providers and banning abortions performed solely because of the baby's sex.

The House voted 90-30 for a compromise version of the bill reconciling differences between the two chambers, only hours after the Senate approved it, 28-10. The Republican governor is a strong abortion opponent, and supporters of the measure expect him to sign it into law so that the new restrictions take effect July 1.

In addition to the bans on tax breaks and sex-selection abortions, the bill prohibits abortion providers from being involved in public school sex education classes and spells out in more detail what information doctors must provide to patients seeking abortions.

The measure's language that life begins "at fertilization" had some abortion-rights supporters worrying that it could be used to legally harass providers. Abortion opponents call it a statement of principle and not an outright ban on terminating pregnancies.

"The human is a magnificent piece of work at all stages of development, wondrous in every regard, from the microscopic until full development," said Sen. Steve Fitzgerald, a Leavenworth Republican who supported the bill.

Abortion opponents argue the full measure lessens the state's entanglement with terminating pregnancies, but abortion-rights advocates say it threatens access to abortion services.

The declaration that life begins at fertilization is embodied in "personhood" measures in other states. Such measures are aimed at revising their constitutions to ban all abortions, and none have been enacted, though North Dakota voters will have one on the ballot in 2014.

But Kansas lawmakers aren't trying to change the state constitution, and the measure notes that any rights suggested by the language are limited by decisions of the U.S. Supreme Court. It declared in its historic Roe v. Wade decision in 1973 that women have a right to obtain abortions in some circumstances, and has upheld that decision while allowing increasing restrictions by states.

Thirteen states, including Missouri, have such language in their laws, according to the National Right to Life Committee.

Sen. David Haley, a Kansas Democrat who opposed the bill, zeroed in on the statement, saying that supporters of the bill were pursuing a "Taliban-esque" course of letting religious views dictate policy limiting women's ability to make decisions about health care and whether they'll have children.

And in the House, Rep. John Wilson, a Lawrence Democrat, complained that the bill was "about politics, not medicine."

"It's the very definition of government intrusion in a woman's personal medical decisions," he said.

Brownback has signed multiple anti-abortion measures into law, and the number of pregnancies terminated in the state has declined 11 percent since he took office in January 2011.

The governor said he still has to review this year's bill thoroughly but added, "I am pro-life."

This year's legislation is less restrictive than a new North Dakota law that bans abortions as early as the sixth week of pregnancy and a new Arkansas law prohibiting most abortions after the 12th week. But many abortion opponents still see it as a significant step.

"There is a clear statement from Kansas with respect to the judgment on the inherent value of human life," said Senate Public Health and Welfare Committee Chairwoman Mary Pilcher-Cook, a Shawnee Republican and leading advocate for the measure.

The bill passed despite any solid data on how many sex-selection abortions are performed in Kansas. A 2008 study by two Columbia University economists suggested the practice of aborting female fetuses ? widespread in some nations where parents traditionally prefer sons ? is done in the U.S. on a limited basis.

But legislators on both sides of the issue said the practice should be banned, however frequent it is.

The bill also would require physicians to give women information that addresses breast cancer as a potential risk of abortion. Advocates on both sides acknowledge there's medical evidence that carrying a fetus to term can lower a woman's risk for breast cancer, but doctors convened by the National Cancer Institute a decade ago concluded that abortion does not raise the risk for developing the disease.

The provisions dealing with tax breaks are designed to prevent the state from subsidizing abortions, even indirectly. For example, health care providers don't have the pay the state sales tax on items they purchase, but the bill would deny that break to abortion providers. Also, a woman could not include abortion costs if she deducts medical expenses on her income taxes.

"Every taxpayer will be able to know with certainty that their money is not being used for abortion," Pilcher-Cook said.

But Jordan Goldberg, state advocacy counsel for the New York City-based Center for Reproductive Rights, called the tax provisions "appalling and discriminatory."

"It's probably, if not definitely unconstitutional, and it's incredibly mean-spirited," she said.

Rancho Mirage, California considering the strictest anti-drone ordinance in the US

The Rancho Mirage City Council could pass an ordinance that would be by far most restrictive of any in the United States, even banning the use of recreational drones in residential areas.

If passed, Rancho Mirage, California would join Charlottesville, Virginia and Seattle, Washington in restricting drone use along with the some 30 states considering anti-drone legislation.

There has even been talk of anti-drone action at the federal level, all in an attempt to push back against the massive rise of drone use in the United States by countless entities both public (ranging from US Marshals to law enforcement to the National Guard to the Department of Homeland Security to the military and more) and private (from potential use by media outlets to colleges and universities to commercial operators of all kinds).

While the vote on the proposal was delayed, according to My Desert, it is still quite noteworthy due to its highly unusual focus on the use of drones over residential neighborhoods.

?I didn?t find any ordinance such as this adopted by any municipality in the United States,? said the plan?s author, City Attorney Steve Quintanilla.

However, as My Desert points out, there was also a bill introduced in the Texas legislature which seeks to ban both possession and use of images of private property captured by drones without the permission of the property owners.

The proposed ordinance in Rancho Mirage would entirely ban the flying of ?unmanned aircraft that can fly under the control of a remote pilot or by a geographic positions system (GPS) guided autopilot mechanism? up to 400 feet above residential zones.

Drones flying higher than 400 feet fall under the jurisdiction of the Federal Aviation Administration.

While cameras are currently not covered in the proposed ban, they could be added, ?But some of the cameras can be pretty small and hard to see, so that could be difficult to enforce,? according to Quintanilla.

?Law enforcement is a whole different issue,? Quintanilla said, adding that he never considered an expansion of ban to cover other matters. ?This is an issue of privacy between neighbors.?

Currently, according to Quintanilla, there is nothing on the books to stop brazen invasions of privacy or even ?to stop a sex offender from using a drone to search for prey,? as My Desert put it.

?Technically, people can use these things to tape people?s homes and backyards and put it on YouTube,? Quintanilla said, according to USA Today.

Interestingly, all of this stemmed from a complaint from Steve Sonneville, who works out of the Marine Corps Air Ground Combat Center in Twentynine Palms, California.

A neighbor flew their quadrotor drone some 50 feet above him while he was relaxing in his backyard and while his neighbors were very cooperative once he explained his concerns, Sonneville later emailed the mayor to voice his concerns.

Rancho Mirage Mayor Steve Hines, who received a drone as a gift and has used it in his backyard and in Joshua Tree National Park, said that he thinks the language in the draft ordinance may be too broad.

?I think individuals should be able to use their own property and perhaps common areas of communities to enjoy the technology with their families,? Hines said. ?Where one crosses the line is by infringing on the privacy of others.?

Discussions surrounding the drone issue will continue until the city council?s first meeting in May.

Troubling start to Iran nuclear talks

ALMATY, Kazakhstan (AP) ? Talks seeking to find common ground between Iran and a group of six nations over concerns that Tehran's nuclear program might be used to make weapons appeared to run into trouble shortly after they began Friday.

A Western diplomat privy to the talks said Iran's response to the offer from the group fell short of what the six wanted and instead amounted to a "reworking" of proposals it made last year at negotiations that broke up in disagreement. He said the two sides remained a "long way apart on substance" as the talks adjourned Friday.

The diplomat demanded anonymity in exchange for discussing the confidential talks taking place Friday and Saturday in the Kazakh commercial capital, Almaty.

Iran is demanding international recognition of its right to advanced nuclear technology, but other countries are concerned that the Islamic Republic wants to use that expertise to make atomic arms.

Russia's Interfax news agency cited Deputy Foreign Minister Sergey Ryabkov, the head of his country's Almaty delegation, as saying the six won't be able to determine whether they can bridge differences with Iran until the two sides meet again Saturday.

In Washington, State Department spokeswoman Victoria Nuland said Iran has yet to meet the group's demands, but that the six hope for progress on Saturday.

"The talks have been substantive, but we don't yet have any progress to report," Nuland told reporters in Washington. "What we are looking for is a clear and concrete response to the proposal that we put forward in February."

She said there is no plan for the U.S. and Iran to meet bilaterally during the talks, she said.

Comments by representatives of the sides laid out starkly different visions of what each sought from the other.

The six insist Iran cut back on its highest grade uranium enrichment production and stockpile, fearing Tehran will divert it from making nuclear fuel to form the material used in the core of nuclear warhead. They say Iran must make that move ? and make it first ? to build confidence that its nuclear program is peaceful.

Iranian negotiator Ali Bagheri challenged the six countries on that point, telling reporters "what is being referred to as confidence-building measures are actions that both sides ... need to take" simultaneously.

He gave no specifics, but the comment could be an allusion to Iranian demands of sweeping sanctions relief instead of the offer from the six offering only a limited lifting of sanctions.

Iran also wants any nuclear concessions it makes to have specific limits instead of leading to others. Alluding to that demand, Bagheri said his country wanted to nail down "the start of the process, the dimensions of the process and the final outcome of the process."

And he described any would-be nuclear deal as only "part of a comprehensive process," suggesting Iran was holding to its earlier demands of a broader deal also addressing security issues. He later qualified that, saying Iran had resubmitted a streamlined version of that earlier plan.

Still, such views were unlikely to sit well with the six ? the United States, Russia, China, Britain, France and Germany.

At the talks in the Kazakh city of Almaty they are asking Tehran only to greatly limit its production and stockpiling of uranium enriched to 20 percent, which is just a technical step away from weapons-grade uranium. That would keep Iran's supply below the amount needed for further processing into a weapon.

But the group views that only as a first step in a process. Iran is operating more than 10,000 centrifuges. While most are enriching below 20 percent, this material, too, could be turned into weapons-grade uranium, although with greater effort than is the case for the 20-percent stockpile.

Tehran also is only a few years away from completing a reactor that will produce plutonium, another pathway to nuclear arms.

The U.N. Security Council has demanded a stop to both that effort and all enrichment in a series of resolutions since 2006. Iran denies any interest in atomic arms, insists its enrichment program serves only peaceful needs, says it has a right to enrich under the Nuclear Nonproliferation Treaty, and describes U.N. Security Council demands as illegal.

Ahead of the meeting, an EU official speaking for the six world powers said Friday the onus was on Iran to engage on the six-nation offer, which foresees lifting sanctions on Iran's gold and petrochemical trade but maintaining penalties crippling Iran's oil sales and economy.

"The core issue here is the international community concern of the very strong indications that Iran is developing technology that could be used for military purposes," said Michael Mann, spokesman for EU foreign policy chief Catherine Ashton, the formal convener of the talks.

"There are suspicions of an enrichment program that could have military uses," he said. "The confidence building has to come from Iran because it is Iran that is developing its nuclear program."

The meetings Friday and Saturday are at best expected to achieve enough progress for agreement to hold another round of talks. But after 10 years of inconclusive negotiations, even an agreement to keep talking would give both sides short-term gains.

It would leave the international community with some breathing space in its efforts to stem Iran's nuclear advance. For Tehran, continued negotiations are insurance that neither Israel nor the United States will feel the need to act on threats to move from diplomacy to other means to deal with Iran.

Israel says Iran is only a few months away from the threshold of having material to turn into a bomb and has vowed to use all means to prevent it from reaching that point. The United States has not said what its "red line" is, but that it will not tolerate an Iran armed with nuclear weapons.

Any strike on Iran could provoke fierce retaliation directly from Iran and through its Middle East proxies in Syria, Lebanon and Palestine, raising the specter of a larger Middle East conflict.

Unemployment in London region hits 9.6 per cent

The jobless rate for the London-St. Thomas area rose in March for the second straight month, hitting 9.6 percent, according to Statistics Canada.

That?s dangerously close to double-digit territory, which some feel could be a psychological blow to residents.

But there don?t appear to be any clear answers as to why London has risen to the highest level in the country among large urban centres.

Earlier in the year London seemed to be holding steady at 8.5 percent, and the last time it was as high as it is now was in December 2011.

According to the London Economic Development Corporation (LEDC) the spike is partly because 2,600 people entered the workforce.

Peter White, LEDC president, says ?We are continuing to have jobs available but not enough relative to the growth in our labour market. London has the largest growth of any labour market in Ontario.?

Tim Carrie, CAW Local 27 president, says the austerity drive by senior government officials is driving down employment numbers.

?They?re actually hurting the economy, they?re hurting spending power, and that creates loss of jobs. And we still have to find some kind of manufacturing policy, especially in Ontario, to deal with job losses.?

City Councillor Joe Swan, chair of the London?s Investment and Economic Prosperity Committee, says solving the unemployment issue is up to everyone.

?It?s an opportunity, even for Londoners to get involved in getting people back to work. You know if you?re planning a summer vacation ? do a stay-cation ? stay here in town, create employment opportunities right here in your community.?

And while the jobless rate went up, the number of Londoners who are working also increased - by 800 - in March.
