Artist aims to transform billboards into hanging gardens

Garages buckled, highways collapsed. Swift but violent, the 1994 Northridge earthquake damaged buildings for miles around.

But Los Angeles artist Stephen Glassman noticed one type of structure held strong: Billboards.

The memory stayed with Glassman over the years. Then he had a thought. Why not entirely re-imagine those everyday pillars of steel?

"Urban Air," his latest project, aims to transform billboards into suspended bamboo gardens and create "an open space" in the city skyline.

"There is an advertising infrastructure that goes through this city that is strong and robust and at this moment only dedicated toward selling you things, and it could be much more," said Glassman, who earned recognition in the 1990s for his free-form bamboo installations. "It could be both a symbol and an instrument for generating a green future."

The idea comes with a long list of challenges: retrofitting a billboard to house a living thing that needs water, for starters. The proper permits also need to be obtained from a city that has a history of billboard battles.

And there's the cost. The estimated budget for the first billboard is $100,000, a figure Glassman posted on Kickstarter, a public funding platform. Donations had reached $34,000 in a month. Glassman and his team of pro bono engineers, draftsmen and innovation advisors have until Dec. 11 to raise the entire amount. Or forfeit it all.

Still, the project's unique blend of environmentalism, art and public access has struck a chord with the hundreds who have donated so far, many of whom hope its success would prompt similar efforts in their hometowns. Supporting Urban Air, said Edward Chiang of Taipei, Taiwan, who sent in $10, was "like buying a dream."

And some Angelenos say transforming something so intrinsic to this sprawling city's infrastructure feels authentic and homegrown.

"It's an art project that's really L.A.," said Giovanni Solis, 23, who works in video production and photography and who chipped in $25. "He's using what we have to make the city a little better. It's an interesting take on transforming dead spaces to make them more sustainable and eco-conscious."

If the funding comes through, Glassman said he would like to have the first arrangement of bamboo ? chosen for its ability to attain great height with minimal root space ? up by February. Although no location has been pinned down, he wants a billboard near a major Los Angeles freeway or a busy thoroughfare ? the more chaotic, the better for stark contrast. And more opportunity to give drivers a sense of calm.

Summit Media, one of the largest billboard companies in the city, has already committed to donating at least one of its billboards.

"There is irony inherent in the project, which is fine by me. That kind of keeps things exciting," said Alex Kouba, the company's founder. "It's also a testament to the strength of the medium. I guess the irony can cut both ways."

Kouba said he plans to wait until after funds are raised to speak to the city about the project's feasibility. "Hopefully the city will be flexible," he said.

Making the idea work could be tricky. Russell Fortmeyer, an engineer with Arup who has been assisting on the project, said they've even talked of mining moisture from the air to water the bamboo. Then there's the question of how much the installation would weigh ? and whether the billboard could support the weight. They want to avoid restructuring of the billboard frame, which could be costly.

David Lara, spokesman for the Los Angeles Department of Building and Safety, said his department would need to consult with the city attorney's office before approving a permit for such a project. Sign-offs from fire and planning authorities might also be necessary, Lara said.

Longtime billboard opponent Dennis Hathaway said he would rather see a bamboo garden than advertising. "But I'm not sure how long it would last. At some point that billboard is going to be a McDonald's ad again."

Glassman and his team say they envision Urban Air as a global concept with a future as resilient as the billboards themselves. They'd like to create a blueprint that could be easily re-created but reinterpreted in hundreds of ways: different plants, different sizes and shapes of billboards. They said they hope the idea draws backing from philanthropists or such initiatives as C40, a network of cities devoted to addressing climate change.

"Wouldn't it be great if a bunch of people see it as their board, their place, their piece of art?" said Dan Burrier, chief executive of Common, an organization that works with socially conscious startups, and Urban Air's marketing and social media advisor. "Then you start a different conversation about what relationships people have to their city.... Are they victims of it? Or can they be contributors and creators?"

Wall St ends higher in short session, led by techs

NEW YORK (Reuters) - U.S. stocks rose for a fifth day during a holiday-shortened, thinly traded session on Friday as investors picked up recently beaten-down shares of large technology companies.

Market participants were also encouraged by signs of progress in talks about releasing aid to debt-saddled Greece and piled into U.S. retail shares as Black Friday got the holiday shopping season under way.

U.S. stock market trading ended early and was closed on Thursday for the Thanksgiving holiday.

Volume was the lightest of the year, though the session was abbreviated. Shares of big-cap technology companies climbed as investors took advantage of the day's upward momentum to add to positions, helping the S&P 500 rack up its second best week of 2012.

"Anyone that was on the sidelines waiting for a pullback like the one we just had in some of the tech names, they're looking for any glimpse of strong price action for 'permission' to enter into those (stocks)," said Todd Salamone, director of research at Schaeffer's Investment Research in Cincinnati, Ohio

Microsoft helped lift the Nasdaq, gaining 2.8 percent to $27.70, while Apple Inc rose 1.7 percent to

$571.50.

From mid-September to mid-November, the S&P tech sector <.gspt> shed about 13 percent as the broader market also dropped.

Research in Motion surged on optimism about its soon-to-be-launched BlackBerry 10 devices that will vie against Apple's iPhone and Android-based smartphones. RIM was up 13.6 percent at $11.66.

Greece said the International Monetary Fund had relaxed its debt-cutting target for the country, suggesting lenders were closer to a deal for a vital aid tranche to be paid. But other sources involved in the talks cautioned the funding gap was far bigger than Greece has suggested.

Euro zone finance ministers, the IMF and European Central Bank (ECB) failed earlier this week to agree on how to shrivel the country's debt to a sustainable level and will have a third attempt at resolving the issue on Monday.

The Dow Jones industrial average <.dji> gained 172.79 points, or 1.35 percent, to 13,009.68. The Standard & Poor's 500 Index <.spx> rose 18.12 points, or 1.30 percent, to 1,409.15. The Nasdaq Composite Index climbed 40.30 points, or 1.38 percent, to 2,966.85.

The S&P 500 broke a two-week losing streak to rise 3.6 percent. Stocks had tumbled earlier in the month on worries about the impact of tax and spending changes set to take effect from January, but hopes that politicians will reach a deal to avert the so-called fiscal cliff helped the market recoup some of those declines this week.

The Dow and S&P 500 both closed above key technical levels for the first time since Nov 6, which could provide additional support. The Dow ended above 13,000, while the S&P broke above 1,400.

The Dow rose 3.3 percent for the week, while the Nasdaq jumped 4 percent. The Nasdaq had ended lower for the previous six weeks in a row.

Volume was about 2.8 billion shares on the New York Stock Exchange, the Nasdaq and the NYSE MKT, compared with the year-to-date average daily closing volume of over 6 billion.

Advancers outnumbered decliners on the NYSE by 2,407 to 469 on the New York Stock Exchange. On the Nasdaq, advancers had the lead, with 1,775 stocks gaining and 548 shares declining.

The retail sector rose as investors looked for signs of how much consumers are spending as stores lured shoppers with Black Friday deals and discounts.

Black Friday, the day after Thanksgiving, kicks off the U.S. Christmas shopping season for retailers and is often the busiest shopping day of the year. The National Retail Federation expects sales during the holiday season to grow 4.1 percent this year compared with last year's 5.6 percent increase.

If the traffic and sales numbers look strong early on, "it usually gives a sense that the season will be in line with expectations," said Bucky Hellwig, senior vice president at BB&T Wealth Management in Birmingham, Alabama.

"The way that could work against a stronger retail season is if there's no follow-through, there could be discounting on the part of retailers."

Wal-Mart rose 1.9 percent to $70.20, while Target gained 1.2 percent to $64.48.

JERUSALEM (AP) ? After eight days of the fiercest fighting in years, a cease-fire agreement between Israel and the Gaza Strip's Hamas rulers could usher in a new era of relations between the bitter foes. The renewed quiet on both home fronts raises questions about what those involved gained, and lost, from the fighting and its aftermath.

ISRAEL AND PRIME MINISTER BENJAMIN NETANYAHU

Israel secured an agreement to stop the persistent rocket fire from the Gaza Strip into southern Israel without launching a ground invasion into Gaza or losing the support of its international allies. Netanyahu's bid for re-election in January could be vastly strengthened by the operation and by the killing of Hamas militant leader Ahmed Jabari on the first day of fighting. Netanyahu got the backing of President Barack Obama during the fighting, a significant achievement after their already shaky relationship grew colder when Netanyahu was perceived to favor Republican nominee Mitt Romney during the recent U.S. election. Israel also secured a commitment from the U.S. to help stop weapons smuggling into Gaza.

HAMAS

The Islamic militant group that rules Gaza gained significant international credibility, with Arab and Turkish diplomats pouring into the Palestinian territory to show support. Though it has been branded a terror group by Israel and the United States, it was treated as an equal partner with Israel during indirect cease-fire talks in Egypt. In those talks, it secured a commitment for the freer movement of people and goods into and out of Gaza. Hamas also proved its ability to fire rockets as far as Tel Aviv and Jerusalem despite being battered with airstrikes. As the Arab Spring brings Islamists to power across the region, Hamas' influence is on the rise.

PALESTINIAN PRESIDENT MAHMOUD ABBAS AND FATAH

Abbas, who lost control of Gaza to Hamas five years ago, might be the biggest loser. He had no seat in the cease-fire negotiations and was largely sidelined during the crisis. Hamas' ability to stand up to Israel and survive could also diminish Palestinians' patience with their president's so far fruitless efforts to push for a negotiated solution to the conflict with Israel. Abbas' Western-backed government only rules in the West Bank, and his dreams of reconciling the rival Palestinian territories seems more elusive than ever.

EGYPTIAN PRESIDENT MOHAMMED MORSI

The former Muslim Brotherhood leading figure emerged from his first major international crisis with enhanced prestige and proved his government can mediate between the two sworn enemies, something the United States cannot do because it considers Hamas a terrorist organization and doesn't allow contacts between its members and American officials. Egypt's sponsorship of the cease-fire ensures Morsi a central role in the future of the region.

THE UNITED STATES

While the Obama administration has sought to refocus its foreign policy on Asia, the Gaza fighting forced it to turn back to a conflict it has sought to move past. U.S. Secretary of State Hillary Clinton's last-minute shuttle diplomacy might have strengthened a U.S.-Egyptian partnership that has been strained in the 21 months since Egyptians toppled autocratic ruler Hosni Mubarak. After a first term characterized by repeated failures in forging Israeli-Palestinian peace, the U.S. role in supporting the cease-fire could signal renewed American engagement in the region. A U.S. commitment to help stop arms smuggling to Gaza may also help repair Obama's strained relationship with Netanyahu.
